Means what? I know of no such term.

Ordinary solutions (well-mixed) do not have pH gradients. The pH is uniform (except maybe at the sub-molecular scale, which we would not usually pay attention to -- pH is a macroscopic phenomenon.)

That is the isoelectric point -- no net charge on the molecule, even with multiple acid/base groups.

Na+ ion and neon atom are isoelectronic -- have same electron configuration.

In an ordinary well-mixed solution, there would not be a gradient of H+ ions. The concentration would be uniform. (Again, except for the subtlety of right at an ionizable group.)

There is something called the chemical potential of a species. It is closely related to concentration. It does indeed relate to the physics meaning of potential.

By the way...

There is a lab procedure of doing electrophoresis in a pH gradient. Each species stops at its isoelectric point.

Look up isoelectric focusing.
