I read it as they're the paper the artist is resting their hand on, to prevent smudging the actual comic.

But, as long as they stay clean, they could be a future comic.

Not stupidity, just inexperience with inking comics or drawing in general. It's best to use a piece of paper under your hand to protect the paper/artwork from the natural oils on your skin and from smudging when inking.

In my high school art class (80s) we called it the Smudge Paper. Nice to know people are still doing this. For all I know, The Kids Today embrace having a hand smeared with various colors.
