Question/Help/Troubleshooting Flickering lines

After a few minutes of my secondary monitor suddenly going white, my main monitor suddenly started flickering lines. I do not know if it's a monitor issue or a GPU issue. The video is the flickering lines. Which happens when playing videos on Youtube and when I am on my desktop with my wallpaper from Wallpaper engine.

ALSO: my GPU has LED lights where it says "AERO" - it's not turning on, common issue of these Gigabyte GPUs as I've noticed.

PC SPECS:

Ryzen 5 5600x
RTX 4060 Gigabyte AERO 8GB
16gb DDR4 RAM

How long has this been happening? Have you tried different display cables? When is the last time you updated your GPU drivers? I have heard the latest nvidia drivers (616.56) can cause flickering issues.
