The average MV of World Enchantments is 3.27. So I thought SSS would be a fine enough mana value. Wizards is wrong World Enchantments are pretty cool and neat actually.

Just because it was printed like that on mycosinth lattice doesn't make it a good idea. The "cards that aren't" which applies only to the on the battlefield portion is ambiguous enough to make this problematic.  I would say both should say "all permanents, all spells, and all cards that aren't on the battlefield are". Adding the all to each item in the list does a lot to make sure that each item in the last starts from the same point, and the one with the exceptional clause is at the end of the list.

Well, that's nice I suppose. However, this is the current Oracle text for Mycosinth Lattice. If you think that their wording is wrong or misleading, you could send them an email. With the way that the rules are currently written, however, this is how this effect would be worded.

Edit: To clarify, I see what you're saying. But my job is to pitch a card that could exist, and to do that I have to stick with the rules as written. Changing the wording to try to improve is entirely counter to that goal.

It looks pointless if not in a combo or in a very intensive synergistic deck.
Could this cost less? Could it have an added bonus?

Yes, that's a good point. While it's foreign to me, I understand that for spells like Doubling Season, Parallel Lives, Thousand-Year Storm, Maelstrom Nexus etc, it's common to summarize them as "[X] mana, does nothing". I suppose this is the same; a spell is worthless competitively unless it provides immediate ETB effect, because the next player will immediately remove it.

That being said, that was the motivation around designing this for commander. Three mana is whatever in commander. There was also the issue of it being a colorless enchantntment. Frankly though, maybe it could be one singular snow mana. I mean, Concordant Crossroads is one mana.

I wonder what other effects it could have to make it not just a combo piece? I'm not sure. I do want this to be colorless, which limits the kind of effects it could have.

Edit: actually wait. Isn't this basically the poster child for "parasitic mechanic"? Yeah, it probably needs another effect. Can't think of one though. Maybe something matching the flavor of things being "frozen". Stun counters maybe? Dunno.

There's literally nothing that cares about snow spells, so.

[[Abominable Treefolk]], [[Conifer Wurm]], [[Iceberg Cancrix]], [[Rimefeather Owl]], [[Rimewind Taskmage]], and [[Skred]] are the only cards I see that care about the number of snow permanents you control for some reason (usually setting power).

[[Blizzard Brawl]], [[Blizzard Strix]], [[Frost Bite]], [[Heidar, Rimewind Master]], [[Ice-Fang Coatl]], [[Marit Lage's Slumber]], and [[Rimewind Cryomancer]] care about the number of snow permanents you control as part of a trigger condition.

[[Isu the Abominable]] is very good. [[Jorn, God of Winter]] now works with everything.

[[Frost Augur]] and [[Scrying Sheets]] - Look at the top card of your library. You may reveal it and put it in your hand.

[[Into the North]] and [[Spirit of the Aldergard]] tutor for any land.

[[Glacial Revelation]], [[The Three Seasons]], and [[Search for Glory]] now work on any permanent.

[[Kaldring, the Rimestaff]] lets you play any permanent.

[[Freyalise's Radiance]] becomes worse [[Stasis]], though it's cheaper I guess.

[[Diamond Faerie]] and [[Narfi, Betrayer King]] pump all your creatures.

[[Draugr Necromancer]] - technically [[Simian Spirit Guide]] and [[Elvish Spirit Guide]] would work with this now?

[[Storm Elemental]] works with any land I guess??

tbh this seems overcosted. {S}{S} is probably fine.
