I'm all up for changing the incentives and the rules, to boost European companies and encourage European investments.

However, you can't just tell someone where to invest his capital.

No, but you can remove barriers than gives incentives to not do it.

Let's be real: it is more likely they'll just try to penalize investing outside of EU (by extra taxes or something)...

there are no barriers here, it takes like a minute a invest in any eu company, the barrier is EU killing all businesses that don't have money to lobby politicians

How: DE, FR, NL, etc. company shares treated as EU company shares.

(Or correct me if I am wrong about this... but the goal is to reduce the differences between bying shares in various EU countries... that most people aren't even aware of right now.)
