If I got it right, you have the financial market in the US, big, lots of money. The reason of that is because it is a market that covers all of the US.

On the other side, in Europe, each financial market is tied to its country, there is no global European financial market. Because of this, many European companies prefer registering themselves in the US market, because it is bigger and more money involved. Hence Europe loses all that money because we are not on the same level.

They are trying to correct that by creating this European financial market. It will make European companies more competitive and will keep the money in Europe. At least that's the basic idea
