Standard build and runes Electrocute, I like to go manaflow band second for the mana Lb -> zhonyas -> shadow flame -> deathcap If you get ahead early swap around zhonyas and deathcap as you don't really need the armor in Lansing phase and shadow flame gives higher burst

Play safe til lvl 3, don't be afraid to give up minions. XP is the important thing here, not gold. So the standard trick with e'ing first 3 Minions when they are low then backing off. If you can hit him and the minions all together, proc electrocute and run

At lvl 3 start trading with q in, auto w the e out. And sometimes you can also e in for the slow and use a minion to q out (you can also use him to q out if you are standing behind him, but minions are easier)

He doesn't have much Mobility, only his e to stop your all ins, but that won't make a difference if you can just one shot him (after a couple of short trades)

Rush boots and two refills to close gap and keep engaging with QW or E W AA AA & Q back to ur wave, get him out of lane, or low hp and freeze all. If u can kill him sacrificing flash then do it, all pre 6. Once you get 4 levels on E and hit lvl 6 u should go for the one shot combo or clear waves with E and roam.
