I would argue that a lot of the works in that tier should be lower, or the tier should be split into 2 tiers. HSR is generally more goon then genshin (not by a lot), which is probably why they put it there, but it doesn’t beat out arknights for sure (though you could argue that arknights should be higher too).

i think low tier is perfectly fine for HSR with characters like aglaea, dahlia, black swan or lingsha

Edit: just to be clear, I am not saying Dahlia doesn't have a gooner angle, it's very obvious she has.

What I disagree with is that Dahlia is far above Lauma in term of gooning, which was the take of the comment I originally responded to.

I’m sorry, have you met Himeko, Tingyun/Fugue, Acheron? Any of the Amphoreous characters except Tribbie, hyacine, and Phainon? Black Swan? Black Swan and jade alone should get you on the low-goon list. I suppose it’s possible that standards have changed enough that what was once low-goon is now no-goon, but that is a crazy take to me.
