What do you take from it?

The issue wasn’t 3 years ago, it was 6 but continuing and as yet, due to circumstances beyond my control, I haven’t done anything about it. Is it too late?

18 is about work that has been left to be continued or finished. Maybe take up whatever it is that there is to do?

It’s about stagnation . Things have to change or grow , energy must move . If not there is nothing positive happening life stagnates . 18 can refer to inherited attitudes from family or parents . So there is a great need for change . Unchanging ? Nothing will change until we do .

Unchanging hexagrams don't struggle to maintain their centers, so the meaning can sometimes change a bit.

Here mountain above is stable, but more importantly the wind below can't add much pressure to the system. Because the wind can't stir things up, this stable dynamic represents corruption that is under control.

The jiaoshi yilin has a verse about healthy breem. Breem are bottom feeders who are very sensitive to the quality of corruption in the water. If things were stirred up too much they would not do well. But with things stable they can do their job to clean up the depths.

Without knowing your actual question it is hard to offer a interpretation. But since it relates to an issue 6 years old, perhaps the time passed has helped to stabilize that issue.

Nothing is ever too late, but if we stir things up they can take some work to deal with.

The Yi is generally providing us a literal mirror for us to look at change. So it doesn't tend to get in the way, it just answers the question. One question may not really give us much to work with. More questions can help but we may also not understand all of them and that can make it hard to figure out. Much of this depends on how clear we are ourselves about what is going on. If we have inner clarity, it is easier to ask clear questions and get clear answers. If we find we aren't getting answers that seem to be helping, maybe we aren't asking the right question yet. And maybe we need to do some soul searching to help us find our inner clarity.

Firstly if there’re no doubts about a need for any decision or action then there’s no point consulting the I Ching.

蠱 (18) can mean Work on the Decayed or Remedying. Action is called for.

I use the Sequence of the Hexagrams 序卦傳 commentary as supplement:
蠱者事也。The one in this situation has work (事) to do.

My approach is to contemplate on each of the six lines and see if they help in some way to address your troubles.

Imagine finding a can of worms in your fridge. How would you handle it? Throwing it away is the sane answer, and it is literally that: do not try to find excuses, just start anew. But before answering that, what do those worms symbolize to you? In my experience, it is the fear of doing it on my own, even if following others is harder.  Sometimes, working on it is, in fact, more difficult, but the prospect is promising.  I think you should find the point where the cycle shifts from the first three days to closing itself in the final three days.  For that, you need—from now on—to see only the remedy, the benefit, and the clean fridge.
