Unzip that file in the presets folder in your InDesign app folder.
https://fromsmash.com/0O5Pa2_aYx-it
It shall be in Applications/Adobe InDesign 2026/Presets/PPDs/ADPDF9.PPD

Looking at your comments I think you are trying to get an imposed PDF.
- use this script https://youtu.be/7p4Su3LUSR0?si=3BOKmqARkDNnoZxD
Or
- download a PPD called “PDF Writer” (i think)

I would recommend letting the print service provider do the set up, but if you need to do it yourself:
How to Impose a Saddle Stitch Booklet via Print Booklet in InDesign

Video also includes a download link for the PPD file.

Export - DON'T print to PostScript / PDF Printer.

Use Acrobat - or use options in your printer's driver - or ask your printing place to do proper imposition.

Why do you think you need this? Printing to the Adobe PDF printer from an application that already has native PDF export capability is usually the wrong way to generate a PDF, and that's especially true of Adobe Creative Cloud applications.
