They aren't uncommon, really. Some areas have pontoon parties to rally boat owners and move the islands out of boating channels.

looks like a combination of trees and shrubs rather than an actual island. probably floated out to sea

A peat bog mass. Standard islands are part of the Earth's crust, they don't float. If they did, Hawaii would have drifted into California by now. Have you ever read a geology book?
Officials from B.C. Hydro suspect it formed over decades along the shoreline as driftwood, mulch, and decaying peat accumulated. Plants and trees took root in the floating mass, weaving an interconnected root system that held it all together like a raft.
When winter snowpack and heavy summer rains brought the Williston Reservoir to near-capacity for the first time in 14 years, the rising water dislodged the mass, sending the tree-covered "island" drifting into open water.
It's not that deep, bro.
