My man clearly has never been to China… almost all buildings are giga-sized, even some kindergartens are housed in similar-sized buildings. And the guards? Security here is tight: almost every building, appartment community etc has its own security, often with their own uniform.
They need control masses... If somewhere in my coutry are massive protests you found there maybe around 100 000 people, when are in China massive protests you found there 1 000 000 people... So is more safere to had everywhere lot of guards which monitorig situations and try to dissolve any forming protests or call for help.
Most significat it was in my trip in China capital city, when you saw on streets five or more people imidiedly come to that party police/guard officer and ask them what they doing and oreer then to move to some local café/restaurant or dissolved party.
China simple can't offer to have any outbreak because there is too many people so they have everywhere gaurds, is it more cheaper like to repair city's after protests.
Let's just say repair cost and economic efficiency is not at all a concern. Any outbreaks and the provincial government would have a LOT of explaining to do to the Central Government. Regional Governors would definitely make sure nothing would endanger their powrer.
The top-down pressure on political stability is significant, and we are talking about the definition of political stability of an authoritarian regime not a democracy. Since 1989 there is hardly large protests. Protests regarding arbitrary policies and failed bargaining ended with suppression.
And damaging the city is basically impossible, the protests are pitifully gentle, with slogans be like 'I love the country and the communist party, please serve justice to your people' to avoid being treated as treason. Still, those are cracked down with activists detained, sentenced to several decades after a closed trial, or found dead within the process. The rest of the crowd would then fear getting involved, and the greater public would distance themselves consequentially since any traces in your record could get you and your family in great trouble.
