Are there any methods I can use to learn a new language without paying for apps? The only method I'm doing right now is Exposure.

You may not have any responses because your question is a bit... Confusing? At least in my opinion.
If your problem is apps: The way anyone learned language 20+ years ago was to take a class or get a textbook. You can do these still, in person or online, using resources from your local library or university, etc.
If paying is your issue, the solution might be the library or simply free online resources (YouTube, language-specific websites, free versions of apps like Duolingo, etc). There is also a Language Exchange subreddit and free apps like HelloTalk for partnering up with people.
If you search this subreddit, or any of them dedicated to the specific language you want to learn, you will absolutely find lots of free online resources.
So, your post is a bit confusing. Learning a language takes dedicated study, and being resourceful. Using the search feature here or on Google could be your best first step.
