It's legal, however, I heard Gary Neville (football pundit) say the other day that when the founding fathers of football came up with the rules for association football, it was very obvious that they never intended the throw-in to be launched into the box, like it often is nowadays. Maybe not quite like you see in the video, but most Premier League teams have someone who can launch the ball into the box these days.
Not to take anything away from the skill level of the person taking the throw in the video, but I think the throw-in rule should be looked at, because it isn't quite in the spirit of the game that the throw-,in has become such an offensive set-piece.
Yes, he wasn't referring to some guy playing in a lower league in god knows what country. He was referring to the general trend of players become far better at launching throw-ins into the box.
