Limited movement is coming from the sandals. Not from age. She tried brute force stopping a moving car by leaning against its momentum twice for several seconds. 

This person was just not mentally or emotionally equipped to handle a situation like this.

It's actually pretty sad state or affairs to see, ok sure she messed up, created a traffic hazard, possibly endangered any occupants inside but no one offers to help? You can see the various stages where she thinks she'll get it back under control when it hits the gutters and then loses it again.

No need whatsoever to step into the car (feet first) in that situation. Simply reach in and pull the handbrake.

That should be anyones first instinct.

Assuming the car has one, it’s in the middle of the car. Gonna have a hard time pulling that without getting at least half your torso inside, at which point you may as well just step on the brake.

Neutral would be preferable. But this person clearly isn't coordinated or intelligent enough for understanding how cars work. E-brake, transmission, and regular ass brake are all off the table.

I wonder if that's why electronic handbrakes are always on the door side of the drivers console for euro cars? Would certainly make it easy to reach in and press it under duress.

Some cars the brake is a pedal on left side of driver's footwell, you really have to be inside the car to push it down.
