And I guess, that's also the difference between how characters are written and the types of stories involved. Superman, Spiderman, Batman - their stories are tied to their personal experience and it's somewhat timeless. I could see a Batman story set in Ancient Egypt during some darker times. Or Spiderman in Rome.
I think the bigger issue is how the Holocaust is often talked about like it's the only event like it. You could use other genocides, but basically nobody talks about them like they do the Holocaust.
I've heard someone say that WW2 is the 'creation myth' of much of our society, in the sense that the lessons learned from it are fundamental in a way that nothing else really is. This is bad in terms of recognizing things changing, but it also gives the holocaust a specific dramatic 'weight' wherein taking Magneto out of it loses it's punch, even if you put him in something equally horrific, like Rwanda.
