Cut every single corner. You're not wrong. People always look at the wrong things. CPU and GPU mean shit if the motherboard or power supply connected to them is sketch as fuck.

'Don't cheap out on PSU' really just means don't just buy the cheapest you can find. You don't need anything great, just something with reasonable enough quality and protections. You don't need to spend a ton for this. Though of course the more power needy your system gets, the more you should invest in higher quality.
The ones I see are cheap $35 China special with hotdog ketchup and mustard non modular cords crappy air fans and cheap plastic to leg up on their so called more expensive competition at any bestbuy. Cost accounts decide on quality.
Yup. Building really is not hard. Just make sure your shit is compatible by doing a tiny bit of research (most manufacturers have manuals and spec sheets freely available).
You don't need to get the most expensive things, but definitely avoid bottom of the barrel like this. I'd expect a moderately decent 750W to start at least around $70-$80 (YMMV if going for 80 Plus Bronze/Gold/Plat).
I've always trusted Antec, though I'm using a Thermaltake becuase it was an emergency replacement for my old Antec (10 years) that kicked it from a power outage (same capacity was out of stock when I need it; settled on Thermaltake).
