Plug the PSU side in first, and then the wall/power-strip side.

I don't see how it would have made a difference in this case. The flames start once he presses the power switch.

Because you can immediately unplug it without having to touch a burning and potentially electrified PSU.

Sure, but again, it happens when he flicks the power switch. So he's already touching the burning and potentially electrified PSU.

And if the PSU is untrustworthy, do you trust the switch? Who’s to say it’s not going to start sparking immediately on plugging in? I’ve literally had a power supply that had the switch stuck in the “on” position.

In general, not just with computer power supplies, you always want to attach the cable to any appliance first and then plug in the other end.

I mean if we're going into the territory of "untrustworthy" ness and sparking immediately you might as well take it a step further and plug it into a surge protector that's off.
