This is the same way my neighbor illegally built an addition. Court said no, but was already 1/2 done didn't quit and was then finished, Court then said well the local inspectors never stopped it so pay this fine of $500 and keep your addition. Yeah I learned that if you want to build something or remove something just do it.

Also if the penalty for a crime is a fine, it's only illegal for the poor.
