I don't think he actually cares about them at all. He just knows that they are the designated scapegoat and he is just going to keep whaling on that punching bag every chance he gets.

He doesnt. He's said it before, even joked about it. His people are the ones that care, and he's just happy to throw a minority under the bus to keep them happy.
