Barking
Hello
Any suggestions on helping stop my pug from barking as my neighbor does heavy projects at 1:30-2:00 am in the morning on our shared fence line, which all bedrooms in my house face.
Example of projects
Today pouring cement
Engine rebuilds
Arc welding
Other fun projects.
Please note this is not daily and never for weekends which my neighbor uses for house parties. Most projects end at a max of 3am.

Use this as an opportunity to teach puggy to speak. Once the dog learns the speak command, then you can teach them “quiet.”
For normal dogs, showing them that you acknowledge the issue, saying “oh yes I see! Thank you for protecting us! Good girl!” helps calm them down, but this strategy hasn’t worked with any pugs I’ve had. Works with my pitbull though. She never barks at anyone or anything, so I know that when she does, it means a stranger is probably in our yard.

Does your town/city not have a noise ordinance? For example, no noise above X decibels between 9:00 PM and 7:00 AM? What in the world? Middle of the night is NOT a normal time to do projects like that.

There is a noise ordinance. I am being found the problem. These are all lower decibel activities if no yelling taking part. Regular decibel of up to 110 doing there projects, city limit is 120 at night for weekdays. Shovel and wheelbarrow cement mixing is not that noisy. It is the walking, stange lights and weird action which call to the pug to bark. When they show up to do a reading the pug is the loudest.
When the engine rebuilds was car after car they were told to do them on the other side of thier house which borders a road.

Well, darn. So...is your pug barking at the noises or barking at the light/movement? If he's barking at the light/movement, then I'd say complete blackout blinds/curtains are your best option. If he's barking at the noise, then how about a white noise machine to "cover" the outside noises?

Please note if the window is open to let the cool air in. The sound of them wakes me, oddly enough most times i am woken up before my 6 year pug starts in. After about 10 minutes of setting up the tall shop lights and equipment with the talking and yelling. Talking to the city guy they start getting calls for noice at that point. He is up and barking. I do have a white noise machine but I have it pretty low so I can get to sleep with it. I find it hard to sleep with. After a noise complaints for the location coming in for over 45 minute the tester is sent out. At that point they are in the work hard at low volume stage as they are only at 110 max. My pug is not at low volume, head in the window calling to each new high volume point of stage or new movement. When the blackout is close the pug is between it and the wall singing his song.
The city sent out someone fast on the first call as most time when they get here there is no problem and had been thinking prank calls. The city man saw it from them setting up the light half way to turn off about 40 minutes later last night to go back inside thier house. They take down the light and equipment in the early morning as the city man have photos that it was all set when lights off but gone at my 8am knock about the problem. I received a formal warming about the problem. As they didn't answer they will have talk with a city person at another time.

I think your problem is the neighbour, not the dog
