Advice Needed Puppy extremely anxious

We’ve had a 21 week old female malamute for about 2 ½ months now. One of the biggest issues we’ve been having is socialization. If a dog walks past our house most of the time she’ll start barking similar to in the video. I’ll try to give her treats and praise before she starts barking to create a positive association. It works sometimes and she won’t bark at all but other times I can’t do anything to stop her.

In the video she was outside on the porch with my dad. A friend of his and his dog stopped to talk to him and she started throwing a barking fit. He picked up his little 6lb dog and started walking closer. She started barking more and more and eventually ran up the stairs. My dad let her in the house and she ran to the window and continued to bark. I’m not sure what she’s trying to convey with the bark because it doesn’t sound really aggressive or anything like that.

When going on walks she seems to be very anxious throughout most of the walk but nonetheless walks pretty well. After getting past a certain point she won’t take treats anymore probably from being so nervous. Should we continue to walk with her even though she’s anxious or try to build her confidence up? Whenever a dog starts barking at her whether they’re inside or across the street she’ll poop on the ground and lose her mind trying to get away. We’ll just walk in the other direction to get her out of the situation.

One thing we did notice is that she’ll want to go after people or dogs whenever they’re back is facing us. Not in an aggressive way but more so playful. But as soon as they turn towards us she’ll run away. We noticed this happened most during our petsmart training classes. Whenever the other dog was laying with its back turned towards her she’d go up and sniff but as soon as he turned around she’d run away and back. She’s definitely curious of other people and dogs but just gets frightened easily. Any feedback/advice would be greatly appreciated!
