Do we know exactly what crimes will make frank decide to kill somebody because i bet he won’t kill somebody for stealing small stuff that’s essential to live or he probably won’t cap someone for pickpocketing he’ll probably just break there hand

He’s not going after pickpockets. He goes after people that end or ruin lives.

No that is not his code,The Punisher doesn't go after pick pocketers he goes after organized crime and violent criminals.but if he saw somebody stealing then he will do something about it but no murder.

As long you aren't hurting others, Frank won't stop you. But if your activities does hurt others, be prepared to receive in kind. Vandalism and such would probably merit some scare tactics.  Robbery or extortion might get you some broken bones.  We've seen what happens to human traffickers. Corporate greed gets its own punishment.

Violent criminals mainly and crimes against children, like the pig in DD season two selling pictures of kids being violated. Essentially, his goal is to make sure what happened to his family doesn't happen again, so anyone that may kill a family.

In the comics it has shifted through the times, fkr instance, mid to late 90s, he had a very strict code in his war journal, no women, kids, or law enforcement, even the dirty ones. Obviously, that shifted with social views, as I said, the show focuses on violent crime.
