Lorewise it is possible to have a First Founding Chapter Master be given temporary command over successors in a Codex compliant situation, as long as the Successors wanted him to do so (most of the time). On tabletop there is no issue playing Novamarines and having Calgar be in your army.

But in Total War? Unlikely to be a thing tbh. I would wager that Calgar is exclusive to the Ultramarines faction as their "Legendary Warlord" and custom factions are all build-a-bear stuff. I can see Phoenix Lords in the Aeldari faction being akin to "Legendary Heroes" that can join your custom faction as characters. Or future independents for their respective factions. But not obvious leaders like Calgar, Aethon Shaan, and the like.

I'm sure you can mix and match in multiplayer battles, but don't think it will be a thing in the actual grand campaign modes.

If we were talking Dark Angels it might be a different story. Because of their "we're totally not in command of our successors Mr. Inquisitor!" shenanigans in 40k. But as a Codex divergent faction they would be their own can of worms for a lot of things tbh.

I imagine Daniel was kind of the inspiration for successor chapters in TW:40K. All of the traits for each successor chapter, barring maybe some really established ones like the Lamenters maybe, are probably going to just inherit their founding chapter's traits and play style.

If they do make the Lamenters, their faction traits should be pure suffering.
