In irl, the French wouldn't surrender Alsace Lorraine even when 99% of the country had fallen, Napoleon III was in custody and Paris was besieged

I mean France in the 19th century is far more stable and cohesive as a geopolitical entity than the Ottoman Empire. Losing Paris for the French is not the same as losing Constantinople for the Turks.

France was not stable during the Franco-Prussian war, the reason France would not surrender was that because the Germans won too hard, they had nobody to realistically negotiate with.

Wasn't the issue with the Franco-Prussian war that the French government had fallen so there basically wasn't anyone to deliver surrender terms to in the first place?

Others have mentioned it, I believe you need at least a Warscore of 50 to drive their war exhaustion up if they still refuses.

Actually, warscore isnt the direct cause for war exhaustion. Occupation, blockades, high casualty battles, these all drive up war exhaustion, but they're also the exact things that help sway warscore as well. Essentially the longer a war goes on, and the longer it doesnt go well, the more war exhaustion. And it doesnt tick down until you peace out, though sometimes you might get an event to decrease it a bit.
In essence, warscore isnt necessarily the cause of war exhaustion, it's just that the things that cause warscore to go either way also causes war exhaustion for those on the negative, or losing, end of the war.
In theory you can be sitting on 70% warscore yourself, but if the early part of the war saw a good chuck of your nation occupied, or you got blockaded constantly, you might have some decent war exhaustion too.

I think what they're referring to is the fact that once you have a certain amount of war score if your opponent keeps rejecting the deal, they start to accrue 5 war exhaustion per peace declined.

Perhaps, but I never bother with that. Irc sending a peace deal requires a diplo point, I'd rather spend that on an actual peace deal that'll pass through, or boosting relations with an ally I care about.

It doesn't tell you these anywhere but there are complex calculations behind AI peace agreement mechanism. From defines.lua ai section
PEACE_BASE_RELUCTANCE = 20, -- AI base stubbornness to refuse peace (always applied)

PEACE_TIME_FACTOR = 0.6, -- after months of stubbornness the effect of time passed is multiplied by this
PEACE_TIME_FACTOR_NO_GOALS = 2.0, -- this extra time factor is applied after PEACE_TIME_FACTOR if we ahve no wargoals
PEACE_WAR_EXHAUSTION_FACTOR = 0.5, -- AI willingness to peace based on war exhaustion
PEACE_WAR_DIRECTION_FACTOR = 1.0, -- AI willingness to peace based on who's making gains in the war

Some numbers are not saved/incorrectly restored on load, so save/loading usually means the AI will be more likely to peace out, maybe you can try that out

It might be blockades that are helping them keep the war score lower, happened to me yesterday. You'd be surprised how much a few ships blocking half of Anatolia on the day you make peace alone will help them decide, LOL.
Either that, or just kill more of them haha.

I think high war exhaustion helps to force the AI to make peace, but that's less of thing for a strong GP. But since this is the Ottomans, keep sieging, keep holding on, win another battle or two as well. You get another 10-15% warscore, drive the war exhaustion up, plus wipe out their army, they might peace out.
With that said, I do hope you got Russia helping out, cuz you likely dont have a lot of troops to fight a prolonged war on your own.
