I did this using pserver software back in the early 2000s. Was pretty amazing having game master tools but back then they didn't have any of the scripts for the monsters or anything.

look at UO server emulators to find modern ones if you do want to play offline

I so wanted to get Ultima X Odyssey. But it got cancelled so I got into Guild Wars 1 and World of Warcraft instead.
