Recreating this with WebGL or Three.js?

Hello! I was scrolling on instagram one day and saw this cool visual and it was made using TouchDesigner. I want to recreate it using WebGL or Three.js... does anyone know how I can achieve this? I think this was made with C4D and TouchDesigner (I'm not too sure really)
