ID Request id request? tick or bed bug larvae?

apologies for the low quality, this is the only photo my bf got. this sucker was on his arm this morning and bit him, now hes paranoid he has bed bugs, but i think its likely a tick. we stripped his bed but havent seen any signs of more. we’re in central mo, and this guy was on him indoors

Looks like a tick to me too. The pic's pretty blurry, but the color and leg placement looks more like a tick than a bedbug to me.
