Solved! What is the thing they're crafting and what is it used for?

Something very strong. You would have to ask them exactly what it is but it's probably a very large bearing ring for something big, maybe a ship engine or turbine shaft at a powerplant, or anything really big and heavy that rolls.

It's interesting that they're cooling the inner surface faster than the outside. So it'll be hard on the inside and yet more likely to deform and return to round rather than break with the softer outer shell.
No idea what it's for.

A seamless rolled ring to be specific. This would be a sleeve. It could be machined as is or parted into multiple washers. Mostly these are used for bearings and gears.

Some heavy duty parts need to be forged in a single block, before being machined precisely - like ball bearings, gears, collars, etc. Machining them out of a single raw piece will cost much more and will take much longer with lot of wasted material.

It's called a "ring forging" and it's used when you need to machine a part that has to be uniformly strong. If you just took a plate and machine a circular part out of it, they're would be weak points where the grain in the forging was perpendicular to the cutting. A ring forging allows you to machine a part with the grain running parallel to the cutting at all points, therefore, no weak points.
Source: I'm an ex aerospace engineer and used ring forging several times.

I’ve worked places that use rolled rings for victolic couplings ( large diameter lower pressure pipe couplings) and for parts for pipeline expansion joints. ( specifically for the oil sands in northern Alberta) we used to get 2” plate cut and rolled, then weld up the splice. By the time you pay for the welding and the x-ray for that, it’s more economical to just order a rolled ring

The process is called "rolled ring forging" or "ring rolling." It can be used as the starting point for a whole lot of finished products.
