Solved! Found In bathroom

I recently moved into a new apartment and I have two of these in my bathroom. No one can figure out what it is or what it’s for. This is a handicap accessible apartment if that helps.

It's a towel rack like hotels use.
you fold up each towel and stuff them int the larger slots, and the smaller ones are for washcloths.

It’s a towel rack. You fold the wash clothes hand towels and bath towels. And then place them in between the racks.
