So why the fuck are there characters that look his age but are actually like 3/4 his age? Hilda looks his age. You wanna know how old Hilda is? 14-15. Brock looks to be older than N, maybe in his mid 20s but APPARENTLY he's 15. What the fuck are you doing Gamefreak? What the hell is up with this nonexistent consistency?

N lovers stay winning but yeah, I think this is also an anime thing in general. I remember showing a friend momo in her hero uniform after a brief run down of the show and he went "that's not an appropriate outfit for a teacher" only to be more concerned when finding out that's a student despite mountain lady looking around the same age (for example). Jojo's has it too but mainly cus everyone looks 30 or older unless they're like 12 or koichi
So many anime would be significantly improved by having all references to high school be changed to college - it wouldn't even require any other differences in the plot. But, apparently, there are significant cultural differences between Japan and the West when it comes to what college is like, so it would be seen as odd to use it as a setting for exciting adventures.
It's really just a problem with anime artstyles, pokemon is not the only example (as someone has already said). And the reason there's so many children, well... it's been like this since the start, the world of pokemon is where a 10 year old can go travelling alone to be the best trainer or something. To be realistic it's probably because children are the target audience and they want kids to feel in the position of the character
Trying to understand the 'canonical' age of Japanese designed characters is futile. If the finctional character looks like an adult, just assume it is for your own sanity.
Tbh, to me, Nemona feels very teenager coded to me. But that's just me, I've never really seen her as an adult.
The BW 1 protagonists and their rivals (Hilbert, Hilda, Bianca and Cheren) I honestly can see as 14. Like Hilda does not have the over exaggerated proportions lots of her "fanart" give her.

The sun/moon anime appearance of Brock and Misty feel so surreal. Like yeah they look older but Ash kinda doesn't? So 15 is apt for the gen 1 anime, absolutely. Ash is the main mess with consistency there.

But no one actually takes that into account because mentally they are children (brainwashed to forget years of their life) and they still look like they did before the timeskip. There's definitely more visual novel and VN-adjacent games where the "fandom" oversexualized the minors but right now only games like zero escape (they're all adults), ace attorney (weirdly only the adults are sexualized), steins;gate (all adults) and I dunno, fate:stay/night (the teenagers are oversexualized in the game outright) come to mind

I personally don't care about the ages of fictional characters since they don't physically age like us unless the plot demands it. So characters can just perpetually stay young or old no matter how much time has passed in our world. But if you're gooning to someone that looks, acts, and especially is mentally a child then I will raise some eyebrows and judge you for that.
With that being said gooning to real children who will have to live with the fact that they've been objectified and assaulted will always be a thousand times worse than gooning to any fictional character.
