Its because n one knows about supers anymore, they're just not a part of daily life. It looks kind of like Dash made a fast motion in his chair, but that's about it
I mean, you can sort of notice it but most people would chalk it up to just being TV static or some weird thing from the camera was recording, at the time The Incredibles takes place public available technology wasn't the most high tech so there was always a margin for error. And besides, this specific detail is very hard to miss if you don't know it's there, so I don't blame the principal from not believing the teacher, specially when he is acting all crazy and maniacal like that
