She is from a pandemic-era Touhou fangame. I think the game was called “Terminus of Unreal Darkside”. Her name is “Valentine” and she acts as the final boss of the demo. Sadly the full game never released, as development slowed down until it stopped completely after the pandemic ended. A big shame too because the game looks really nice and she even had a gimmick that depending on the character you picked at the start she could change her form mid-fight.

I think if you look up “TeamAltEnd” on google you can find their itch . io for the demo download, and on YouTube you can find her battle music by looking up “Terminus of Unreal Darkside Valentine Battle Theme”
