Question what software would be used for this effect ?

okay to begin with i know ideally it would be after effects . but i dont want to give money to adobe and piracy is a Hassle ,,

mainly what i'm looking for is just fancy smooth camera tweening, changing the art expression and doing those cool typography things,,

is this possible in any other software than after effects ? ideally free but im willing to save up a little to purchase something,,, ive tried aviutl and that was a bust so i figured ill ask here!!
