This is a common issue with c64s and those cheap shitty chinese hdmi converters. The video signal coming from the c64 is often not recognized by the converter and it thinks there is no signal at all. C64's video signal is not so "standard", it has some special resolution or timing, if I remember well. And the cheap converters can't handle it.
Maybe this is the issue with the VIC too. Just an idea, I never had one.
Worth trying first with a TV with directly plugged in RCA cables. (Without the HDMI converter) At worst case get an RF cable and try to tune/search the TV for the VIC's video signal. It should appear as a regular TV channel somewhere.

what's the issue exactly? check the power supply first and pull the caps on the board. those electrolytics tend to go bad on vics
