Misc Commit Crime PP
So, in the undermining section of PP there is "Commit Crime" activity. Is this just ANY activity that would produce a fine or bounty on you? Enemy undermine system, just do anything? Go to res site, attack every miner and fight off internal security forces? Gain a bunch of bounty and notoriety but also merits and undermine progress? Is there a potential for anarchy systems to do this, or would that not be considered crime?

Yep, committing basically any crime is worth merits. Not very many, but you do get merits. Maybe like 20 per ship you murder, maybe less? It's practically worthless.
And it doesn't work in Anarchy systems because nothing is a crime in Anarchy.

Best bang for buck is killing people on foot. Not a good buck but it works I guess

See if you can find some on-foot "restore power" missions. Take those, then abandon them. Each one you abandon gives you either 50,000 or 100,000 cr in fines.

Yes, commit crimes. But it's bugged and only a tiny amount counts towards the assignment. You'll going to be there a long time and rack up a huge bounty and notoriety before you complete the assignment.
(It was released this way and never changed, so clearly, two years later, this is obviously intended gameplay. Just skip the assignment, in fact, skip most of the assignments, because the ones that aren't straight up impossible still aren't worth the time to do.)
