My little fun theory has always been that they are near death and there were really good doctors at the hospital. And when they are arrested, a really good lawyer gets hired for the money that is removed from your balance.

Lawyer theory is pretty much confirmed in Vice City, like how sometimes you can hear "Tommy Vercetti is an innocent man!" line said by some lawyer when after you get respawned in Police station 😁🤣😅
