He can't if he doesn't have the source code. Even if he does, you'll need to change a lot of stuff in the source for it to actually change the graphics which is just not worth the effort

holy shit are you a massive dumbass, r* put graphics settings into gta v because it was ported to pc. gta 6 is releasing on consoles first, so all the graphics are hardcoded bcz there's zero reason to work on pc graphics toggles on a console build

Graphics are almost never hardcoded, especially for modern console games. Dev builds would have access to them via commands, a console or config.

There's no reason not to expose those variables early, it's just extra work not to do it.

having variables in engine code doesn't mean a target build dynamically exposes graphics settings especially when compiling for target console specs.I’ve actually analyzed and worked with multiple leaked dev builds form other studios, settings are bound to fixed profile configurations to mirror console target hardware. You can't just use a command to magically render hlower graphics and pp that aren't even compiled in the test build

Sure there's reason, that's how you determine which actual changes to make when selecting for Quality vs Performance presets on a modern console. You profile multiple variants, and no better way to hit that target that being able to (in a debug build) fine-tune the specifics. That doesn't require any settings menu either, as it can be done entirely remotely.
