Local News Extremely dangerous driver near school zone (Winston Churchill & Artesian Dr) – Almost hit a child at crosswalk around 4:45 PM today. Is it worth reporting without a clear plate?

Hey everyone,
Looking for some advice on who to contact regarding a dangerous driving incident today around 4:45pm near Winston Churchill Blvd and Artesian Dr in Mississauga (school zone).
A child was about to enter the crosswalk when a driver blew past me in the oncoming lane at a high rate of speed, completely ignoring the stop sign and barely missing the child.
I have dashcam footage of the incident, but unfortunately, the license plate is not clear enough to read definitively, and also my dashcam clock keeps falling back.
I need help regarding
Who exactly should I report an incident like this to in Peel Region?
Is it even worth submitting a report if I don't have a clear license plate number?
What will actually happen or what actions will authorities take if I file a report with unreadable plate footage?
UPDATE: I downloaded my rear dashcam footage, the car licence plate is clearly viable.
