Tech Support Buzzing noise when any activity (idle)

So I recently built my new pc, performance, temps etc are fine. PBO +200, CO -20, slight GPU OC, all stable, tested with cine, OCCT and dozens of hours of gaming.
Specs:
X870e tomohawk mono
9850x3d
MSI 5080 trio x
32gb DDR5 CL36
2tb 990 M2 drive
Corsair 1000w Gold PSU .
However I noticed that there is some kind of buzzing/static/surge kinda noise. Not sure if it's happening under load as headphones are on and I'm into the game, with fans also little higher potentially drowning it out, however when I'm desktop, I've noticed when any activity occurs , i.e. whenever I scroll the mouse or browse windows folders etc the noise occurs for that exact moment I'm scrolling or clicking etc, it doesn't persist before or after. This leads me to believe it's potentially CPU quickly spiking in power when activity occurs? Is this normal? Just something annoying I have to deal with? Is this what they refer to as coilwhine?
In the video i have shown that the noise occurs whenever i scroll in this example.

Minha GPU eu desconfio do mesmo barulho, porém só acontece com algumas texturas e cargas

Probably PSU coilwhine. I had this issue and I changed mine to a newer one and it went away.
