Question World Sphere 23 question

Ok, without spoilers please, is there a reason? Like, an in universe reason, why the number 23 is EVERYWHERE?

I'm a little ways into book 2, and I noticed it pretty early in book 1. Is the author just obsessed? Yanking our chain? Doesn't care for base 10? Likes Primes? Wants to be a special flower?

I like the book and plan on continuing, but this is just driving me crazy/aggrevating.

Again, PLEASE NO SPOLIERS. If there is an in universe reason, just say that and I will nod and press on.

If the author is just being kooky, fine as well. Just want to know where it falls.

Yeah, there's an in-universe reason for it. You haven't missed an explanation yet, it's deliberate and gets addressed later.
