Information not updated?

I believe the answer is "Yes" but I want to confirm. Do you notice lots of information in game is outdated? For example, the "Hero of the Nation" card has the following written, "

"Increase selected Leaders Charisma Stat with +10".

However I am experiencing only a +5 increase. So maybe this card was nerfed/adjusted but the text was never updated.

I am seeing lots of minor differences like this.

Game is on "regular" difficulty.

Stat modifiers are capped based on how much skill the character has in the skill. (So as his skill improves he/she will be able to make more use of their stat effects.) I believe 10 skill gives you half your stats as a modifier, and the full stat at 20. 32 leadership is coming from 10 skill plus half 34 Cha plus half +10 from hero of the nation. (10+34*0.5+10*0.5=32) For an example of having enough skill to get the full stat mod look at defensive tactics 21+46=67.

Another effect that can come into play is that the highest skill in a skill family (each color group is a skill family), provides half the skill difference between it and every other skill in the family as a bonus value. So you can see that all the yellow (cha) skills have a base total value of 5 which is half the difference between 0 and 10 (from leadership). You can also see that Operational commander is getting 36 (10+0.5(15-10)+0.5*36) as a minor buff from the higher high command skill. [yes it rounds up 35.5 to 36]

This can make unlikely leaders surprisingly good leaders in different roles. A governor that picked up a lot of agriculture might be okay as a head of design even while they are learning the inventor skill (because both are in the same skill family). A general might have enough OHQ experience to be decent at the job of High command (SHQ) or covert ops (Secret service) as both are in the war family etc.
