"AI" is too broad of a term to ban. even 10 years ago when google gave a highlighted answer to simple questions, that was "AI" powered. NPC's in video games have utilized "AI" for pathfinding and decision making for decades. using keyframes in animation and your computer fills the gap between an extended and curled finger is AI.
You're thinking of LLMs and Generative AI, not the very concept of AI.

If we took the broad AI term at face value, you'd have to ban pretty much the existing, human-employing industry as a whole as there are such things as machine-driven beat generators, artificial waveform adjustment (this goes as far back as the 70's too), and pretty much any form of digital recording (as even lossless/raw data recording relies on algorithmic encoding just so you dont end up with hundreds of gigabytes of raw waveform data for mere seconds). Hell it would also mean we'd have to cut out entire genres that use any form of electronics in their creation.
The ban has to be precise, else you will see a lot of whataboutism being actively weaponized on all sides over this, for or against.

What scares me is I feel as if itâs already too late. Pandoraâs box has been opened. The entire planet could make LLMs and Generative AI illegal tomorrow but the models exist locally on millions of PCs around the world. How would you enforce it? Would you allow government monitoring of your PC at all times? The time to make it illegal was the early days, when AI could make a horrific video of will smith eating spaghetti. Before the billions of dollars were funneled in to it.

Oh yeah, it's far too late if your goal was no AI. Too many people are swimming upstream against this issue in the wrong place.
The only fight people need to be concerned at this point with is open source AI vs. corporate AI. It is absolutely impossible to shut it all down, but we can make sure that it doesn't only belong to Google, Meta, Microsoft, etc...
Support locally generated AI over corporate ownership. At least those big corps will struggle to profit as much off it as long as it can be run locally.

In Australia we've been pushing for Internet censorship and forcing use of I.D. and the centre-right (as opposed to the hard right parties) goverment pictured has introduced Government A.I.
We need data protection, we went the wrong way on "metadata retention laws" 20 years ago and how we treat data and the internet in Australia is something we're on alarm about and worried what the Labor government mean by what they're doing and who's recommending it.

I've always thought their stance on pornography was hilarious. Women can't have boobs too small in porn lest they be confused with a child, but labial lips and pubic hair are considered too lewd and need to be airbrushed to appear more child like. Last night, one of my friends a jazz listener sent me some hideous Ai jazz. It was hard to listen to in a subtle grotesque way. He caught it and notified me a few minutes later. Afterwards, I went out to a bar. Ai jazz was music playing off the computer YouTube selection. Where I live nobody ever plays jazz at a bar besides me. I asked to change it and the manager said, ok, when it finishes. We are in new times.

AI music does these melodies a human would never do, but at least with repetition within a song you know to expect it. I can imagine in jazz of all things, where it's all about coming up with different riffs, it would be atrocious to have it always go slightly askew.

I don't fully agree with this. Banning pure AI music is good but the new law says the vocals have to be preformed by a human. Theres quite a few songs that don't use AI yet have non human vocals.

Yeah I'm going to have to stop you there, because Australia is as pathetic as always when it comes to actually doing things to fix problems properly.
The ban is for 100% AI generated songs where the creator admits it. That's it. The creator can simply lie about it and get away with it because there is no mechanism to actually determine what is and isn't AI, only if the creator admits it. Secondly, you are perfectly free to use AI to generate all of the lyrics and all of the music. This you can admit and it's all good. You can't however use AI to generate the vocals, that's the ban.
Always remember when dealing with Australia, we never actually fix problems, we just pretend to fix them and then say if you don't vote/support whoever is moral grandstanding, then their competition is going to make it worse.

How can you tell if, for example, a melody is AI generated and words are written by a human to it?

This is a bandage for a deeper problem. Why would a completely manufactured piece of music be elevated to a position above all others? Because that's what the music industry has been doing since its start.
It's the real issue facing art, and it's been a problem for a long time. The corporate stranglehold on all art has trained modern audiences to expect and even appreciate derivative mediocre slop. The reason AI generated art is so appealing to so many is because it is genuinely as good as, if not better than, the majority of art they would have otherwise seen. Because it's all terrible, homogenized, corporate-catered content.
Pretending like this crap is a new problem brought on by AI is intellectually lazy. If you actually care about art being created by humans, you should address how it's steadily been removed from the hands of humans for the past century.

Man I opened YouTube in incognito mode. Searched for ONE real japanese girl band I loved, then looked at the suggestion YouTube offered. 9/10 are AI generated music and thumbnails. Wtf. And the worse part is, they got 500k views, nearly more than the amazing original song I first searched for. Some people in our society are weird.

The sad thing about this is that it makes little difference in a lot of cases outside of mainstream music.
AI music was pretty unlikely to make it into mainstream charts. The general population are right onto that crap and you only have to listen to it to realise and say "Oh that sounds like complete dogshit". Mainstream artists are probably only ever going to use it extremely sparingly, if at all.
The real problem is in niche production of music.
Take my favourite genre. Synthwave (Also known as Retrowave when it uses vibes and themes from the 80's sort of era).
There aren't many breakout mainstream musicians in the genre (The Weeknd being the closest thing to an exception I think) and it is mostly published on online platforms like YouTube, Spotify and Soundcloud. AI has basically gone and destroyed the genre. It's a very easy music genre for AI to reproduce and although it sounds like crap, it's just passable enough that people are pumping out AI created synthwave music like there is no tomorrow and its pretty soul destroying. Trying to find the human made stuff on these platforms while wading through a ton of AI shit has become so exhausting, I won't even look at most things created in the past two years. It's easy to tell it apart, but it's hard to wade through the crap to get to the real stuff if that makes sense.
YouTube is kind of in a difficult place when it comes to this as they aren't specifically a music publisher, but SoundCloud and Spotify need to take a stand on this as well. Or at least be forced to with the same kind of law.

its not about being out competed.
Music must not only sound good it also has to be "cool" to the person listening to it for them to like it. There has been studies on this - people like music less if theyre told its AI before listening to it. Thats because its not cool to them.
its not a coincidence you find professors often listening to jazz/classical, farmers listening to country, weebs listening to anime music and miku, etc. These genres feel cool to their respective listeners. its not just about the sound. A lot of people are drawn to the real artists as well - people love the human musicians on a personal level.
So, to the benefit of most people, AI music is simply being banned from the chart. This protects the chart's reputation, because the people using it will know its only real music. People can absolutely like a song until they find out its AI. Pro-AI people think this is a gotcha, but its really not. Its just evidence people don't like AI music.

autotune is an effect, like a vocoder or reverb or chorus. an effect you can adjust to use in a subtle way or over the top way. it still needs a human vocal performance to work. you may or may not LIKE the effect but its a tool that is quite a bit different than typing "make me a song" into an LLM imo.

No. That's part of instrumentation as are synthesizers and effect pedals. A human is still required to create the music. Generative AI just copies human created art based on prompts. There is no creativity involved.
