My first c64 I noticed these look bent- is that a normal issue?

If you mean by the little parts (ceramic capacitors) leaned over then yes that is perfectly fine

It looks like someone tried to fix the standoffs but they appear to be too tall. This is rising the backside of the board which is what is giving it that angle stance.
