You could try looking for similar flowers in Irish crochet patterns.

From left to right you have 2 columns of 4 flower squares a center column of 3 and 2 more columns of 4. Repeat for the back.

Pinterest has a lot of granny squares charted. Find one you like. For this top you need 38. It looks like it is wide kind of like a muumuu top shaping. Join with a ch 3 sl st.
