there's a real long stretch of road he deove through there, especially one small town where there are clearly people working and parked there

i wonder whether and how they made sure everyone was warned before they tore through the place

Of course it's closed off to the public during the rally. Rally is done on public roads.

and on some that are roads in name only.

the above instance is all paved. there are those that could cripple a mountain goat.
