Rust Console Comm. Server Stability question

I have an RCE server through G-Portal and we use Helios as our Discord bot. I've heard about server owners being able to turn down the stability so that building is easier, but stability isn't fully disabled. Is this true? If so, how can I change that setting? All I've been able to find is the on/off toggle in G-Portal.
