“A Virginia-based lieutenant colonel in the Marine Corps sued the federal government this week, alleging the Defense Department unlawfully reduced her retirement pay because she is a transgender woman.

“Avery Trainor was promoted to lieutenant colonel on March 1, 2024, court documents say. She hoped to continue her 27-year career for another decade, but last year, President Donald Trump signed an executive order to remove all transgender troops from the military. The Defense Department told troops they could either leave voluntarily or eventually be pushed out.

“With approval from her superiors, Trainor agreed last fall to retire in June 2027 as a lieutenant colonel. Seven months later, on May 29, without explanation, Trainor was placed on administrative leave, court documents say, and her retirement date was pushed ahead to Nov. 1, 2026. Because the Marine Corps requires officers to serve at least three years before retiring as a certain rank, those moves reduced Trainor’s retirement pay to that of a major.

“‘She was effectively busted down in rank and slated for an exit from the Marine Corps that is normally seen only in misconduct cases,’ her lawyer John M. Simpson** **wrote.

“Trainor is one of several troops who say the Defense Department is unfairly holding back money as it pushes trans service members out. The Post has identified a dozen transgender troops who have not received the full amount of severance the military owes them.”

“The Trump administration failed in its bid to strike down California’s policy allowing students to participate on sports teams that align with their gender identity.

“Even assuming Title IX requires funding recipients to determine eligibility based on biological sex, California ‘lacked clear notice of that requirement as a condition of federal spending,’ the US District Court for the Central District of California said Monday.”

“The US Supreme Court in June ruled that Title IX allows schools to determine eligibility for female sports teams based on biological sex, but didn’t hold that schools are required to do so. The justices also declined to rule on whether Title IX permits transgender girls to play on female sports teams.

“Title IX says nothing about whether the participation of a transgender girl on a female sports team constitutes discrimination on the basis of sex, and the related athletics regulations don’t require schools to exclude transgender girls from female teams based on biological sex, Valenzuela wrote.

“Read together, Title IX and its implementing regulations allow sports teams and facilities to be separated based on biological sex and require equal treatment for both genders. But they don’t clearly communicate the Trump administration’s asserted rule that ‘biological sex must control every eligibility and facilities decision regardless of gender identity,’ Valenzuela said.”

“If you think he's going to stop with bans on trans athletes, think again. These legislative onslaughts quickly expand beyond athletic bans to target the fundamental documents required for daily life. Through the weaponization of administrative rules and state documents, this strategy of isolation constructs ‘paper ghettos’ — systems that fracture public life not with physical walls, but through bureaucratic exclusion. Paper ghettos utilize everyday paperwork to isolate minority populations, restrict movement and exclude them from societal participation.”

“It makes state-sponsored discrimination appear as common-sense ‘protection.’ This institutional control rapidly escalates from paperwork into physical coercion, empowering state systems to mandate forced detransitionsby policies such as denying essential healthcare or hormone access to transgender women housed in correctional facilities.”

“For Nevadans, [this] playbook serves as a grim reminder that constitutional safeguards are only as durable as our collective refusal to allow state-sponsored marginalization to take root. Resisting institutional discrimination is where genocide prevention begins — and we Nevadans can set an example by refusing to allow our administrative systems to be hijacked and turned into tools of erasure.”

“Anaya Bangar feels reborn after Cricket Australia (CA) handed the transgender Indian player the chance to revive a sporting dream she feared was slipping away as doors back home closed on her.

“CA's decision to clear Bangar to play elite women's cricket from March next year gave the 25-year-old a chance.
‘It feels like my life is back,’ Bangar, who underwent sex reassignment surgery in March, told Reuters.”

“The daughter of former India all-rounder Sanjay Bangar, she found her options limited when the International Cricket Council (ICC) banned anyone who has gone through male puberty from women's cricket in 2023.
Australia, though, has a policy that allows transgender players to participate in women's cricket at community level and offers a path to compete at the elite level if they fulfil certain criteria.

“Bangar, who played as a top-order batter and all-rounder in age-group cricket in Mumbai, said her transition had left her without any advantage over the players she will be competing against in elite women's cricket.

"’I'm trying to put my story, evidence, body and medical data out there,’ Bangar said.

"’If you don't actually want to read into that and just base your opinions or assumptions on your own experience, then it's coming from a lack of acknowledgement and ignorance as well.’”

“Bangar's initial attempts to engage the [Board of Control for Cricket in India] went unanswered.

"’Having a father who represented the country and me, who was also part of the ecosystem of BCCI, I was met with silence when I tried to approach them with my case,’ she said.

"’I didn't do it out of emotions. It was merit-based, science-based and an open dialogue which I wanted to have. It was quite heartbreaking that my own country doesn't have my back.’”

“Seattle has announced $550,000 in new investments dedicated to supporting local 2SLGBTQIA+ populations as city leadership including Mayor Katie Wilson say they are responding to calls for an emergency response for the city’s Trans communities.

“Developed with recommendations from the Trans & Queer Community Stabilization Interdepartmental Team, the funding package is hoped to deliver immediate relief and critical services across the city.

“It follows a separate $300,000 emergency funding package) approved last month specifically directed to LGBTQIA+ and transgender support organizations via a budget amendment passed unanimously by the Seattle City Council and comes after criticism from advocates that Seattle City Hall was not acting quickly enough to address increasing social service needs.

“The city says the stabilization team was formed in response to increasing pressures on Seattle’s services, driven in part by an influx of transgender and nonbinary individuals relocating to Washington state from regions with restrictive anti-LGBTQ+ legislation.”

“City leaders also say they plan to pursue further funding to sustain support for 2SLGBTQIA+ communities into 2027 and beyond but the efforts will take new shape. The Trans & Queer Community Stabilization Interdepartmental Team has been shut down as the new funding and resources move into place.”

“Anne Arundel County Public Schools staff cannot use transgender students’ preferred names if their parents oppose it, according to an internal document reviewed by The Banner, a change that comes after conservative groups challenged the school system’s approach to gender identity.

“Teachers union president Kristina Korona told members in an Aug. 20 email that the new guidance undermines district policy on acceptance and inclusivity and ‘will begin harming affected students immediately.’

“Previously, the district didn’t require parental permission to use a high school student’s chosen name and pronouns corresponding to their gender identity, the internal document says. Now it does. The change comes as** **parents challenge the suburban school system’s gender identity policy and regulation** **in court and the Trump administration threatens the district’s funding.”

“Korona noted that the union’s repeated requests for clarification on issues like how to distinguish between nicknames and gender-affirming preferred names — a student named Samantha who asks to be called Sam, for example — have yielded confusing responses from the district. She wrote that members have expressed distress and anger about the new guidance.

“‘The protection of our students’ dignity and their right to be treated with fairness and equity at school is among our highest moral obligations as educators,’ she wrote in an email to union members** **on Aug. 23. ‘More than one member has told us that they will not comply.’”

“There’s no statewide rule on whether schools must notify parents about their child’s gender identity.”

“[Korona] encouraged members who want to take action to email [Superintendent Mark T.] Bedell and members of the school board or post trans pride flags in their classrooms.

“‘We will also prepare to defend any member who faces discipline for failing to implement directions that are contradictory to Board policies and regulations and for which inadequate training has been provided,’ she wrote.”

The Trump administration’s ban on transgender military service members, Executive Order 14183, continues to ramp up its effort to force out all transgender people.”

“In this crisis, organizations like SPARTA Pride, of which I am a board member, have worked to help those affected. SPARTA is a nonprofit focused on supporting and advocating for transgender service members and veterans, which it’s done long before the current ban.”

“That is why gay Assemblymember Chris Ward (D-San Diego) proposed Assembly Bill 1775, in partnership with SPARTA Pride. The bill would allow veterans discharged under the transgender military ban to access specified services through the California Department of Veterans Affairs on the same basis as other veterans with honorable discharges. This includes expedited professional licensing and expanded access to housing support, sorely needed by people suddenly forced out of their careers and communities.
 
“AB 1775 would also make the process of upgrading discriminatory discharge codes at the state level free of charge.”

“California is leading the charge at the state level and others are following. AB 1775 was passed out of the Legislature in late August, and now awaits action by Governor Gavin Newsom.

“SPARTA Pride and its partners like Out in National Security are working on similar bills in states such as New York and Virginia. These states recognize that while they may not end transphobic federal policies, they can help those living within their borders. 
 
“In the long term, I firmly believe that open transgender service will one day be allowed again, though for transgender service members the sense of being a political target may never go away.”
