To an extremely minor degree, this is unironically true! Nitrogen is a very mild intoxicant. You only notice the effects at high pressures, but we're actually always slightly intoxicated by atmospheric nitrogen and we're just used to it.
Some researchers did a study where people did reaction time tests in the normal atmosphere and in a mixture where all the nitrogen was replaced by helium (which has no noted intoxicating effects at any pressure). People had a statistically significant 9.3% decrease in reaction time the helium-oxygen mixture, regardless of which order the tests were carried out in. Effectively, we're always being very slightly sedated.
