Is there a specific course or workflow for that modern 'rendered' skin retouching look?

I have seen this skin volume or render effect a lot in the final editing of many photographers... I apply Dodge and Burn and frequency separation very well, but I feel like it ends up looking kind of dull, it doesn't have that color grading haha, I don't know if I'm making sense. No matter how much I try and look for a way, I can't get a result that comes close to this. Does anyone with experience have any advice on whether I need to pay for a course or some program?

How would you make this graphic from a black and white photo so its only levels of black on the print?
